CUSTOMS CLEARANCE
AND DELIVERY OF GOODS

Transportation and customs clearance of goods from Singapore

Main > Useful information > Transportation and customs clearance of goods from Singapore

Singapore is an island state. Delivery of goods from this country is possible only by sea or by air. Most often, an aircraft is chosen to transport cargo from Moscow to Singapore. The popularity of air travel is due to the speed and safety of delivery. However, this type of transportation has not only many advantages, but also a number of features that should be taken into account.

Product groups

It is an economically developed country and an international financial center. The following industries prevail here:

  • shipbuilding;

  • ship repair;

  • aircraft building;

  • electrical;

  • optical-mechanical;

  • chemical.

From here it is mainly exported:

  • office equipment;

  • television and radio equipment;

  • petroleum products (moreover, petroleum products are made from imported raw materials, since there is no own production of minerals);

  • car parts and accessories;

  • production and industrial equipment;

  • pharmaceutical products;

  • interior items and furniture;

  • stationery;

  • agricultural products.

High-tech equipment and machines for medicine made in Singapore are in special demand in Russia.

Singapore, in turn, is interested in supplying:

  • fuel;

  • foodproducts;

  • timber;

  • drinkingwater.

Singapore maintains economic relations with Russia. Its share in Russia's foreign trade is about 0.4%.

Features of cargo transportation Moscow-Singapore

Through the airspace of Russia 40 million tons of cargo are transported per year, which is 80% of global traffic. This indicates the high demand for air travel.

Organization of cargo transportation from Moscow to Singapore requires certain knowledge in the field of logistics, otherwise you may face various troubles, as a result of which the export of goods from Russia or its passage to the territory of East Asia will be denied.

Air freight on the Moscow-Singapore route is carried out to:

  • Vnukovo (Moscow);
  • Domodedovo (Moscow);

  • Sheremetyevo (Moscow);

  • Pulkovo (St. Petersburg);

  • Knevichi (Vladivostok);

  • Koltsovo (Yekaterinburg);

  • Tolmachevo (Novosibirsk) and others.

Changi International Airport plays a special role in Singapore.

Please note that delivery times are determined based on the frequency of flights, aircraft type, flight load, weight and dimensions of the cargo. On average, transportation of various products from Russia to a city-state located on the islands of Southeast Asia takes 2-3 days.

The cost of air delivery includes:

  • security fees;

  • air waybill fees;

  • the cost of air freight;

  • booking.

Cargoes from Singapore are delivered by sea to the port of Vladivostok, where they can be cleared through customs. Shipping by sea is more cost effective, but takes longer.

Delivery of general, groupage, container cargo is carried out. If a small consignment of goods is delivered, then it is advisable to choose delivery according to the groupage cargo scheme, but then you need to take into account the time for cargo consolidation. This can take up to 5 days.

Benefits of a cargo aircraft

2.jpg

The air route Moscow-Singapore has been open for a long time. Hundreds of rails are regularly used by aircraft of various types. Oversized cargo is delivered by special planes that can easily take off with a large cargo. The most famous is the Boeing 747, which is capable of carrying over one hundred tons in one flight.

Despite the many peculiarities and nuances, the delivery of cargo by air has a number of undeniable advantages:

  • minimum delivery times;

  • safe way of transportation;

  • absence of force majeure situations (in comparison with other modes of transport).

This information will be useful to everyone who plans to transfer cargo from Moscow to Singapore using an aircraft. However, it is better to entrust the process itself to qualified specialists who not only possess the necessary knowledge in this area, but also know firsthand about the "pitfalls" that can be encountered at each stage of transportation.

Stages of cargo transportation

This includes:

  • receiving an order from the sender;

  • packaging and labeling;

  • loading and securing goods on the plane;

  • verification of previously issued documentation;

  • transportation of the object according to a pre-developed route;

  • customs clearance in South-East Asia;

  • delivery of cargo to the recipient.

Required documents

3.jpg

Particularly noteworthy is the documentation required for air transportation of goods from Moscow to Singapore. Customs significantly slows down the international transportation of goods. Companies need to submit 20 different types of documents, from an invoice for delivery to customs permits. On average, cargo clearance only at Sheremetyevo (or any other Moscow airport) takes 4-6 hours.

The list of the main documentation deserves a detailed consideration. It includes:

  • invoice;

  • air waybill;

  • packing list.

Invoice

4.jpg
It means an international document transferred from the seller to the buyer. It must contain a list of transported goods, their quantity and price. You should also indicate the main characteristics of the cargo (dimensions, weight, classification) and data on the recipient.

Air waybill

This is one of the most important documents issued by the shipper or authorized agent. It is the main confirmation of the agreement between the customer and the carrier. Without the air waybill, the "parcel" will not be accepted for carriage. Also, this document is required in case of loss of cargo or damage.

5.jpg
The air waybill must contain the following information:

  • three-letter destination code;

  • shipment number;

  • data of the shipper or agent;

  • HS code;

  • gross and reduced weight;

  • the value of the transported products;

  • currency and freight rate.

It is worth noting that newcomers in this case often confuse the air waybill with a distribution or subordinate document, which it is not.

Packing list

This is a distribution document. It contains weight (gross and net), type of packaging (box, box, container) and its number.

Similar to the mistakes made during the customs clearance, inaccuracies in transport documents also entail negative consequences in the form of legal liability.

Customs clearance of goods from Singapore

Singapore Customs in 2016 was recognized as the fastest and most efficient in the world. In the ranking, it surpassed even the traditional leaders - Germany and the Netherlands. This result was achieved due to the convenient location of seaports and airports, as well as the high speed of customs clearance. In Singapore, the customs authorities not only perform traditional functions, but also issue licenses, classification decisions, certificates of origin.

The organizational structure of the customs is adapted to work with business, bureaucratic barriers are minimized as much as possible. And the main achievement is that the Singapore Customs operates a one-stop-shop system, which, combined with electronic technologies, provides a high speed of service.

However, when importing from Singapore, it is easy to make mistakes and inaccuracies in the classification of goods. In East Asia, the Brussels Customs Nomenclature is in force, while the Harmonized Description and Coding System is used in the Russian Federation. In order to avoid adverse consequences, it is preferable to entrust this process to professionals with extensive experience.

Singapore joined the Carnet-ATA convention. This means that with temporary import, the customs clearance process can be simplified. In this case, customs fees are not charged.

Calculation of customs payments

Certain formulas are used to calculate duty, VAT and customs duty when importing goods into Russia. First of all, you need to calculate the customs value and convert the currency into rubles at the current exchange rate.

The customs value is the value of the goods + logistics costs for delivery to the border with the Russian Federation.

For example, if you need to calculate customs payments for a consignment of goods worth 9,000 euros, customs value of 10,000 euros. The euro rate is 90 rubles, then

TS = 10,000 Euro * 90 rubles. = RUB 900,000

If the duty rate for a product is, say, 5%, then it is calculated as follows:

900,000 * 5% = 45,000 rubles.

During customs clearance, you can also attach a certificate of origin to the documents. In this case, the import duty ratio will be 0.75. Upon presentation of the certificate of origin:

45,000 * 0.75 = 33,750 rubles.

The amount of fees for customs clearance is calculated depending on the customs value. From August 1, 2020, tariffs have been increased.

VAT is calculated using the formula:

VAT = VAT rate * (TS + customs duty)

In this example, if VAT is 20% and a certificate of origin is provided:

(900,000 + 33,750) * 20% = 186,750 rubles.

The customs value of goods does not exceed 200 thousand rubles. inclusive

775

The customs value of goods 200 thousand rubles. 1 kopeck and more, but does not exceed 450 thousand rubles. inclusive

1550

The customs value of goods is 450 thousand rubles. 1 kopeck and more, but does not exceed 1200 thousand rubles

3100

The customs value of goods is 1200 thousand rubles. 1 kopeck and more, but does not exceed 2700 thousand rubles

8530

The customs value of goods is 2700 thousand rubles. 1 kopeck and more, but does not exceed 4200 thousand rubles.

120000

The customs value of the goods is 4200 thousand rubles. 1 kopeck and more, but does not exceed 5500 thousand rubles.

15500

The customs value of goods is 5500 thousand rubles. 1 kopeck and more, but does not exceed 7000 thousand rubles

20000

The customs value of goods is 7000 thousand rubles. 1 kopeck and more, but does not exceed 8000 thousand rubles.

23000

The customs value of goods is 8000 thousand rubles. 1 kopeck and more, but does not exceed 9000 thousand rubles. inclusive

25000

The customs value of goods is 9,000 thousand rubles. 1 kopeck and more, but does not exceed 10,000 thousand rubles.

27000

The customs value of goods is 10,000 thousand rubles. 1 kopeck and more than 30,000

30000

The total amount of customs payments is the sum of VAT, customs duty and customs duties, i.e.

186 750 + 33 750 + 3100 = 223600 rubles.

If you find it difficult to carry out the calculations yourself or doubt their correctness, the customs broker SB Cargo will calculate payments and take into account all the nuances.

A consignment of goods is a consignment that is sent by one vehicle at a time, and is accompanied by one invoice, one foreign economic activity contract.

Features of the export of goods to Singapore

6.jpg

There is a rule for companies doing foreign trade in Singapore - they must create an account in order to work through the TradeNet system. It takes 1-2 days in time. To import or export a product, a company must obtain permission through this system. In addition, for certain groups of goods (food, cigarettes, medicines), separate permits from specialized regulatory authorities are required.

There is a free trade zone in Singapore and most of the goods are not subject to customs duties, but there are exceptions - tobacco products, cars, alcohol, oil products. All goods that are brought into the country for domestic consumption are subject to GST tax. Its rate does not depend on the product category and is always 7%. There are special FTZs areas in the country, where taxes are temporarily not levied, and warehouses with zero GST, where goods can be stored without payment of duties and taxes until the moment of export.
