Economic relations between the Russian Federation and Uruguay are dynamically developing against the background of the food embargo imposed by the Russian government in 2014 and other economic and political factors. Trade between Russia and Uruguay in 2020 amounted to more than $ 160 million. The pandemic negatively affected the supply volumes.

Features of import from Uruguay

Various dairy products, cheeses, frozen and fresh-frozen fish, semi-finished meat products, and fruits are most often imported from Uruguay. The import structure determines the specifics of customs clearance and logistics. So, for customs clearance of vegetables and fruits, a phytosanitary certificate of the country of origin is required. Moreover, customs clearance should be carried out at a customs post with a phytosanitary station, since the presence of a certificate does not exempt one from a possible check of the goods in a phytosanitary laboratory.

Note! The manufacturer must be included in the Rosselkhoznadzor register.

After the phytosanitary control procedure, a phytosanitary certificate of the Russian standard is issued.

Customs control of cheeses, meat and fish products is carried out in accordance with the rules that are provided for perishable products of animal origin. The complete list of products subject to veterinary control is fixed by the decision of the CCC No. 317 dated June 18, 2010 and by the order of the Ministry of Agriculture No. 648 dated December 18, 2015. For customs clearance of cheese, you must present a veterinary certificate. The manufacturer or supplier must be registered in the “Argus” register.

Most goods require a declaration of conformity. This may require the introduction of preliminary samples of products that will be tested in laboratory conditions.

Features of export from Russia

Russia exports to Uruguay:

  • petroleum products;

  • fertilizers;

  • metals;

  • chemicals;

  • instruments;

  • cars and equipment;

  • starch and flour. 

Products sent for export are checked no less strictly than imported products intended for domestic consumption. Cargoes are also accompanied by a standard package of documents, they are cleared at customs posts.

The standard package of documents for the export of goods to Uruguay includes:

  • declaration;

  • invoice;

  • waybill;

  • certificate of origin; ·

  • Quality certificate.

Upon presentation of the certificate of origin, preferences apply.

Categories and types of exported and imported goods

Russian exports to Uruguay in 2020 amounted to supplies of:

  • chemical products - 83.32% (TN VED 28-40);

  • products of mineral origin - 7.73% (TN VED 25-27);

  • wood and wood products - 3.77% (TN VED 44-49);

  • agricultural raw materials and foodstuffs - 2.82% (TN VED 01-24);

  • footwear and textiles - 1.32% (TN VED 50-67). 

An increase in comparison with the previous year was observed in the category of fertilizers, mineral fuel and oil products, wood and wood products, essential oils, cosmetics and perfumery (TN VED 31, 33, 27, 44). 

A decrease in export deliveries was recorded, in comparison with 2019, in the categories of inorganic chemistry, wool, yarn, plastering materials, lime, cement, salt and sulfur, chemistry, wheat gluten, starch, malt (TN VED 11, 25, 28, 29, 48, 51).

In 2020, Russia's imports from Uruguay were dominated by:

  • agricultural raw materials and food (this is the main import direction) - 97.35% of the total volume (TN VED 01-24);

  • chemical products - 1.55% (TN VED 28-40);

  • footwear and textiles - 1.07% (TN VED 50-67). 

There was an increase in imports of meat and meat by-products and other goods of animal origin that did not belong to the previous group (TN VED 02, 05). 

The downward trend in supplies affected many types of goods: fruits, nuts, dairy products, eggs, wool, oil, animal and vegetable fats, fish, crustaceans, mollusks and others (TN VED 03, 04, 08, 15, 21, 33).

Features of cargo transportation from Uruguay

Transportation of goods on the Uruguay-Russia route is carried out primarily by sea transport and by air. Often, multimodal delivery schemes are used to optimize the costs and timing of transportation.

The sea transportation of goods is distinguished by a relatively low cost. Cargoes are sent from the Russian ports of Bronka, Ust-Luga, Vladivostok, Nakhodka, Novorossiysk and delivered to the seaports of Uruguay. Most often, the port of arrival and departure is the largest port of Montevideo. Delivery by sea if the port is in the Baltic States or the southern region will take 40-50 days. Transportation to Vladivostok or Nakhodka - 50-60 days.

Benefits of air delivery

Air delivery has several important advantages:

  • high cargo security;

  • there is no need to carry out customs clearance when crossing the borders of transit states;

  • short delivery times. 

However, there is an important drawback - it is high cost, therefore, most often valuable, perishable and urgent goods are transported by air. For example, in this way it is convenient to deliver beef, fruits, cheeses and other perishable goods. 

There are several international airports in Uruguay:

  • Artigas;

  • Punta del Este;

  • Carrasco;

  • Linen Union.

Export cargo can be delivered to any of them, but, as a rule, Montevideo airport is used, less often - Punta del Este.
