An electric car is a vehicle that is powered by an electrically powered engine and charged using an electrical source. The production and the demand of green cars that run on electricity is growing. In recent years, the number of electric vehicles imported to Russia has been in the thousands. The import of electric vehicles is accompanied by a customs clearance procedure, payment of fees and duties.

Russia, like other countries, is interested in the development of electric transport, in the future there will be various advantages and concessions for owners of electric vehicles:

  • free parking with chargers;

  • abolition of transport tax;

  • traffic on dedicated lanes for public transport;

  • free travel on toll roads;

  • additional discounts for buyers;

  • subsidies for manufacturers.

Russia, like other countries, is interested in the development of electric transport, in the future there will be various advantages and concessions for owners of electric vehicles:

  • Germany;

  • France;

  • China;

  • Japan;

  • USA;

  • South Korea.

These countries are the main importers of cars powered by electricity. And, of course, each country produces certain brands of electric vehicles.

The most famous electric vehicles of the American brand Tesla. Not so long ago, the founder of the company, Elon Musk, presented a new Tesla model - the fastest and most expensive - Tesla Model S in the Plaid specification. 624 km can be covered without recharging.

The designers significantly improved the technical component of the electric car, which provided an increase in speed, faster charging - a reserve of 300 km in 15 minutes. The electric car will be able to accelerate to 320 km / h with special wheels and tires. Thanks to the revision of the heat pump, the thermal energy generated during the operation of the power plant is more efficiently distributed: the cost of heating the passenger compartment has been reduced by 50% and the power reserve in winter has increased by 30%. At the same time, due to the increase in the cooling radiator, the power plant cools faster. They also took care of comfort: a new even more comfortable cabin, an advanced on-board entertainment system.

The Chinese electric vehicle production, represented by Xpeng, is developing rapidly. The production of the G3 crossover has already been established, and not so long ago the P7 sedan was presented. In terms of its impressive dimensions and comfort, it is comparable to the Tesla Model S.

It was dubbed "Tesla's killer." Xpeng P7 vehicles are developed on SEPA platform with built-in neural network. The company legally uses Tesla's open source technology. And besides the fact that this electric car is very similar to the Tesla Model S, it is cheaper, has a large power reserve and ... is able to perform music with special effects. So far, however, the Xpeng P7 cannot be charged using the fast charge function, but, fortunately, there is a Type2 AC charging connector.

So far, the most popular in Russia are the Audi e-tron GT:

  • charging up to 80% in 20 minutes;

  • power reserve - 400 km;

  • maximum speed 240 km / h;

and Porsche Taycan Turbo S:
  • power reserve - 340 km;
  • charging up to 80% - 22.5 min;
  • the maximum speed is 260 km / h.

Features of customs clearance

The rules for the import of electric vehicles into the territory of the Russian Federation are periodically changed. So, in 2017, customs duties were reduced from 17% to 0%, but in 2019 they had to pay for customs clearance again: for passenger electric cars - 17%, for freight cars - 15%.

The EEC Council announced of a new rule on the abolition of customs duties on vehicles imported into the EAEU countries (Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia) with a fully electric power plant (HS code EAEU 8703 80 000 2), entered into force from April 15, 2020. This immediately had an effect - the import of electric vehicles almost doubled. The new regulation will be valid until December 31, 2021. No extension of privileges on the import of electric vehicles is expected. The draft of the new edition of the EAEU Commodity Nomenclature for Foreign Economic Activity, which will be in effect from 2022, has already provided for a duty rate of 15% (more details here). The list of documents required for customs clearance has been changed.

The procedure for customs clearance of an electric vehicle takes on average 2-3 weeks, but it can be extended. Customs clearance is carried out at the place of permanent registration of the vehicle owner. While all the necessary actions are being carried out, the electric car is stored in the warehouse. But, despite this, documents will be checked when crossing the border, so a set of documents must be prepared before entering the territory of the Russian Federation. The list includes:

  • owner's passport (passport and citizen of the Russian Federation);

  • TIN of an individual;

  • customs declaration DT-6 + a mark about unaccompanied or accompanied baggage;

  • a statement indicating the exact time of arrival at the checkpoint;

  • a receipt confirming the deposit;

  • a notarized power of attorney, if customs clearance is performed by a customs broker;

  • vehicle documentation.

The deposit serves as a guarantee of payment of customs duties during customs clearance and it is paid a few days before the planned date of crossing the border, since the funds must already be on the account of the department at that moment. If they are not on the balance sheet, then the car is placed in a paid parking lot. It will remain there until the problem is fixed.

After checking the documents and inspecting the electric vehicle, a pass to the customs zone is issued.

Note! The declaration must contain reliable information. Deliberately providing false information entails administrative and criminal liability. The fine is 2500 rubles, the electric car may be confiscated.

The vehicle must be cleared by customs and registered at the place of registration of the owner. The customs payments established by the law are also paid there. They include:

  • customs clearance fee, the amount of which depends on the value of the vehicle;

  • customs duty - 15% of the customs value (until 31.12.2021 - 0%) - the rate is valid for all legal entities, and also individuals, if the electric car is more than 3 years old. VAT - 20%;

  • excise duty - on vehicles for legal entities, if their capacity is more than 90 hp;

  • single tax - established only for individuals who purchase a car under 3 years old, and varies from 48% to 54% of the customs value. 48% is paid if the value of the car is more than 8,500 euros, 54% - if less than 8,500 euros.

  • recycling fee - the amount depends on the legal status of the entity and the purpose of the electric vehicle.

The recycling fee is calculated by multiplying the base rate by the calculated coefficient. The size of the base rate is 20 thousand rubles, and the calculated coefficient depends on the legal status of the subject and the age of the vehicle:

  • individual: 0.1 - for a new car, 0.15 - over 3 years old;

  • legal entity: 0.86 - for a new car, 5.3 - over 3 years old.

Documents for customs clearance:

  • owner's passport;

  • TIN;

  • inventory;

  • technical passport;

  • registration;

  • temporary storage service agreement.

To receive an electric car from a temporary storage warehouse, you need to present a receipt order, a Russian registration certificate, documents confirming the payment of customs duties.

There are other options for importing an electric vehicle to the territory of Russia. But if you only want to reduce customs duties, it may not be worth it.

  1. A temporary permit is issued to foreign citizens who have acquired the right to temporary stay in the Russian Federation. Thus, in order to import an electric car without customs clearance (the maximum period is 1 year), you need to issue a power of attorney for a resident of another country, and then, after a year, reissue the documents again.

  2. Temporary admission is issued for no more than 6 months in 1 year. The document can be obtained by a citizen of the Russian Federation who has acquired the ownership of an electric car registered in another country. In this case, you will need to pay taxes and duties and, after 6 months, leave the country by closing the permit.

Note! If the electric vehicle is cleared by customs in a member country of the Customs Union or produced in it, then customs clearance is not required.

Some offer to bring cars from Belarus in order to save on excise duty, because there excise taxes have already been canceled, and, possibly, and on a recycling fee - but this point has not been fully clarified. Also, some people believe that if you buy a car from a citizen of Belarus, you will not have to pay VAT, however, dealers do not agree with this, and officials say the opposite.

To register an electric car at the traffic police department, you must present a receipt issued at customs, a receipt order, a registration certificate, a receipt for payment of state duty. After that, numbers and a vehicle registration certificate are issued.

Responsibility for non-compliance with the rules

Failure to comply with the rules for customs clearance of an electric vehicle is fraught with serious consequences:
  • For illegal border crossing, a fine is imposed, the amount of which is 4 times the cost of the car.
  • Evasion of customs duties (in the amount of 1 to 3 million rubles) is punishable by a fine of 50 thousand rubles or imprisonment for 2 years.
