The Philippines is an island nation in the western Pacific Ocean. Due to their geographical location, they serve as the "Asian Gate". The Philippines began to cooperate with Russia in the trade and economic sphere recently, but the cargo turnover between the countries remained stable even in the crisis 2020 year.

Features of import from the Philippines

The Philippines is interested in economic cooperation with Russia due to customs privileges. Active trade relations began in 2016, but back in 2009, the Russian-Philippine Business Union was created. In the Philippines, agriculture, fishing industry, electronics and various technology are developed.

Equipment, appliances, electronics, electrical conductors, clothing, shoes, coconut oil and fruits, chemical products, pharmaceuticals are imported from the Philippines.

  1. Import of fruit involves passing phytosanitary control and issuing a phytosanitary certificate in the country of passage. The manufacturer must sign up in the Rosselkhoznadzor register.

  2. Complex telecommunications equipment, electronics, for example, computers are cleared through customs only if there is a notification issued by the FSB service.

  3. Some types of clothing need to be labeled with control and measurement marks prior to the customs clearance procedure. Lack of labeling or the use of fake CIMs entails criminal liability.

  4. As for pharmaceuticals, the import of medicines requires a license of Ministry of Economic Development and Trade, a registration certificate and a special permit if the medicine contains narcotic substances. The import of unregistered medicinal products into Russia is permitted only in exceptional cases. In addition, since July 1, 2020, medicinal products are labeled with DataMatrix codes and are conducted through the Chestny Znak monitoring system.

When trading with the Philippines, there are preferences for the import of goods from developing countries. You should focus on the TN VED code. It can be used to determine which goods are provided with a reduced rate of import customs duty. It is 0.75% of the base rate.

Export Features

Exports from Russia to the Philippines are represented by cereals, oil products, paper and cardboard, metals.

  1. As for the export of grain, the Ministry of Agriculture periodically introduces export quotas, zeroes the export duty on wheat, and changes the rates of duties on other cereals. The exporter, subject to certain conditions, can enjoy customs privileges. The quality of cereals is checked for the presence of impurities, pesticides, toxic substances, GMOs. A phytosanitary certificate is issued. GMO wheat requires SRC.

  2. Petroleum products are excisable goods, therefore, their customs clearance and customs clearance is carried out at excise customs posts. In the case of export, goods are not subject to excise duty.

  3. Paper and cardboard are herbal products and can be affected by pests. Such products are accompanied by a phytosanitary certificate.

Categories types of exported and imported goods

The total trade turnover between Russia and the Philippines in 2020 amounted to almost USD 1 billion, but decreased compared to 2019.

Over the past year, nearly $ 528 million worth of goods were exported from the Philippines. This includes:

  • metals and metal products - 35, 62% (TN VED 72-83);

  • mineral products - 34.53% (TN VED25-27);

  • agricultural raw materials and foodstuffs - 22.99% (TN VED 01-24);

  • wood and paper and cellulose products - 4.87% (TN VED 44-49);

  • chemical industry products - 1.36% (TN VED 28-40). 

An increase in exports was observed in the categories of cereals, mineral fuels and petroleum products (TN VED 10, 27). But the export of other important goods for the Russian economy has decreased - these are fertilizers, metals, land transport, paper and cardboard, tobacco products, rubber and rubber (TN VED 24, 31, 40, 72, 87).

The structure of imports in 2020 was dominated by:

  • vehicles, machinery and equipment - 83.63% (TN VED 84-90);

  • agricultural raw materials and food products - 8.58% (TN VED 01-24);

  • textiles, footwear - 2.01% (TN VED 50-67);

  • chemical industry products - 3.43% (TN VED 28-40).

Compared to 2019, the export volumes of some goods have increased. This concerns, first of all, electrical machines and equipment (TN VED 85). Reduced imports of various raw materials, chemical products, equipment, clothing, leather goods, tobacco and its substitutes (TN VED 13, 24, 38, 39, 40, 42, 61, 62, 84, 90).

Peculiarities of cargo transportation from the Philippines and back

The Philippines has a developed network of ports and airports. These types of transport are mainly used to deliver goods. Groupage and general cargo are delivered in 20- and 40-foot containers. Oversized cargo is transported in Flat Rack and OpenTop containers. As part of a groupage cargo, it is recommended to transport products if they occupy no more than 1/3 of the container.

The delivery time from the ports of Manila, Cebu, Davao is more than 40 days (therefore, this method is not recommended for the delivery of goods that may deteriorate on the way, as well as urgent goods). You can deliver goods directly to the ports of the Russian Federation - Vladivostok or Novorossiysk, or to the ports of the Baltic states, Helsinki or Kotka. In this case, the most flexible multimodal transportation is used, when other types of transport are connected to the transportation of goods, for example, freight vehicles.

The aircraft is preferred for the transportation of especially valuable, perishable and urgent cargo, such as precious metals, fruits, machinery and equipment. This is an expensive way of transportation, but more convenient and faster. Delivery will take 1 to 5 days. You can send cargo from the Philippines from 10 international airports. The largest and most popular of them are Manila and Cebu-Mactan airports. Cargoes are processed directly at the airport.

Customs clearance of goods is carried out at the customs posts of actual control. The cargo is inspected here. Declaration is carried out through the centers of electronic declaration. To choose a customs post where the cargo will arrive, you need to take into account the nature of the cargo. Phytosanitary products are cleared at customs posts equipped with phytosanitary laboratories, excise goods, for example, tobacco products, alcohol-containing products - at excise customs posts.

The most important thing is to correctly draw up documents, fill out a declaration, determine a reliable TN VED code, indicate the characteristics of the goods that correspond to the real ones. If the requirements are met, then customs clearance is most likely carried out within 24 hours, most often within the first 4 hours from the moment of registration of the customs declaration.
